About the Step 3 application form, it says that you need a 'notary public identification'... what does that mean? can it be done overseas??

Hi,

It means that your application should be certified by
notary public.
Of course it doesn't matter it would be notarized in US
or Abroad.

My 2 cents here is that you don't have to send a copy
of Diploma and ECFMG Certificate any longer cause FSMB
has its own verification sources now. :>
