I have an offer of a fellowship starting Jan, 2004. I have to renew my H-1B visa but I have no time to pass step3. I wonder if anybody got H-1B without passing step3. Thanks.

unfortunately , to tell you that step 3 is primary condition to get h1 visa ... and no way without it
