medical licensure, is different from obtaining a a trainee/residency permit license

these rules apply after you complete your residency

therefore there is nothing precluding you from obtaining a "trainee" license in NY or any other state if you have your ECFMG certificate.

being an OLD graduate and having old scores and how that may affect you in securing a residency spot is a different scenario.
