Hi ,
no response from the programs applied so far. Can I email them about m interest in the program,do they see it?

You should , this is what I have been suggested by some doctors. It will show them your sincere interest.
I suggest to start emailing by next week, this is what I am going to do.

It certainly won't hurt you ... be most likely won't benefit you. If your going to do so, emailing them about something specific about that program that match your goals may give them reason to look at your application. But again, do not expect much.
