Do US citizens get a preference to US permanent residents when it comes to getting interviews? Is being a US citizen preferred by most programs as opposed to green card holder? I heard that this is an unwritten rule or in between the lines kind of distinction. I also heard that Programs are more prone to give interviews to US citizens as opposed to US permanent residents of relatively equal qualifications.

US Citizens are US-IMGs, GC holders are Non US IMGs along with the ones who need visa. According to 2015 match statistics, the match percent for both groups was 52% and 49% respectively. So to answer your question, solely based on published statistics, no it does not make a big difference.
