Should I send thank you letter to the program director via e-mail when I get interview invitation?

I wouldn't send it beforehand - I would definitely send it after the SAME day (the evening after your interview) to the PC and interviewers. This is because they often make the rank meeting the same evening or the day after - so thanking them anytime after cannot influence them anymore.
