well considering last year, many ppl who had nothing got it in late decemeber

You can get invites till january....but generally the majority, about 90% come during the month of october.

Do these invites come when others decline their interview? It is a violation to ask for interview by emailing the program directors?

You never ask for interview....but you can call or email and express your interest of the program...that might help. Yes, generally speaking those later invites come when others cancel, but that is not the case with all programs, some do rounds of invites.....first round for AMGs and very competitve applicants and then second round for the rest.
