Hi mssle,
It depends on how low and whether or not subsequent test scores went up. So, for example if your step 2 was higher than step 1 you can say you didn't have the correct test strategy, etc,... be honest and with that show some positive elsewhere in your usmle performance or a complimentary strength in research etc,...

some good points by happydays. It depends on your score but I had low scores in step 1 and when I was asked this question, I said I did not have good test taking skills when it came to basic sciences. This is just one way, you can answer it in many different ways
