May be, because they will ask for a notary public signature for an id form. Not sure if it can be done outside the state, though!

I just looked it up for you and I found that you can do it via US embassy in your country
Notarizing officers at any U.S. Embassy or Consulate abroad can provide a service similar to the functions of a notary public in the United States. It is also possible to have a document notarized by a local foreign notary and then have the document authenticated for use in the United States. In countries that are party to the Hague Apostille Convention, this is a simplified process. https://travel.state.gov/content/travel/...icers.html

Here is FAQ about step 3 application. Note that this is the site where you will apply for your step 3. No more OASIS
