Another question, what would be the strategy for soap application: use all the 45 in the first round, or save a few for the second round? Thank you!

when can we submit our SOAP applications to ERAS? i thought it would be today at 11-30 EAStern time. but, EAS is unavailable.

Use your maximum number of applications that you have in each round. You don't want to "save" any applications, because all that means is that other people will be considered for a position while you are not. And spots go very fast.
