First-line treatment of PTSD is either CBT or medication. However, CBT is preferred to medication in most cases. If the patient prefers medication to psychotherapy or when CBT is not available, start SSRIs.
I don’t think they could trick you like that in a question. However, it depends on some other factors already stated in the question. For example, if the patient has already achieved partial response with medications, then CBT as adjunctive therapy.

According to up-to-date, There are no placebo-controlled, randomized trials comparing SSRIs to psychotherapy for PTSD. Patients with PTSD were included in an early intervention trial comparing CBT and an SSRI to prevent development of chronic PTSD, but results of the study did not distinguish between patients who had experienced PTSD symptoms for more than 30 days and those who did not.
