Its going to cost me over 15000 dollars to apply, I dont have that kind of money, so if I am not going to match, I might as well not apply and save that money.

Pinochioishere, do not tak ether lack of feedback as disinterest: the truth is no-one here , and nowhere else actually, can give you an answer to that question. there are statistics, for sure, there are trends. but every case is different, and every application is unique, as unique is your specific situation, the connection you might have, the hopes the interests. No one can tell you don't apply, there are no chances because simply, no one can know that.

it depends on the luck to match or not... but you need to have hands-on experience which are preferred by PDs

Apply wisely n (widely) keeping in mind your scores, attempts, YOG, stay status, and US experience/s.
You need to find yourself the programs to fit your criteria. No one else can/should do it for you. Do not be disheartened.
