Residential status and residency application - validation

-Some programs accept Citizens and Green card holders for residency application and they do not sponsor visa.
- I am USA permanent resident based on Asylum granted but i have not applied for green card yet.
- Can i apply to such programs as i do not need visa sponsorship at all.?? i have contacted such programs
for advice but not heard from them yet.
