Do we have to assign MSPE to programs we are applying to, or does ECFMG transmitt it automatically to the programs applied to. Also, my MSPE does not appear among the documents which I can assign to programs. Is it because ECFMG has not released it yet?

Once uploaded MSPE, it is automatically transmitted to programs. You don't have to assign it separately to programs. Make sure it is uploaded.

MSPE will be direclty submitted to the program, after submit to the ERAS
