Could anyone plz elaborate on "exception from H1b Cap"? what is all about..???

I got matched in NJ for IM..

Usually all the programs are exempted from H1B cap

Usually there is a limit of total number of H1B in one year for United States = 65,000 (+ 20000 for those who have higher degrees in USA).....Most of the residency program are exempt from this cap...because this year the cap was full in Nov 2011, so if residency wont come in exemption no one can get the visa
