@mdnyc, So you are making the right point.
Cut off's are the minimum scores required to even think of applying for a particular program.
Yes, every Program is looking for the "Best" Scores, "Genuine" Interest (should show on your CV & Personal Statement - Why you want to "Invest" yourself in managing the Psych pts. & Why you would be able to do the same - "Experience") and Step 3.

I´m just taking step 3 in the beginning of March, i know i could have been more useful if i had it before, but i think we can do well..even without step 3 that I was my case. Probably this was an issue for some programs, but other programs didn´t care I hope! =)

you don't need to have step 3 passed but it is a huge plus. if they have to choose between 99 99 and 99 99 99 they will choose the latter one. This is on paper. once at the interviews the scores don't matter much anymore. it's all about the personality
