The main reasons for observerships are
1. LOR
2. to improve your CV by having USCE

It is rare for any observer to get a guarantee from PD for an interview call. In fact, a lot of times, you may not even work directly with PD, but just with attendings, but it is very different from hospital to hospital, so it's hard to say.
