ok so this situation is not unusual!
They really don't know how it feels to be on the waiting area, and then silently rejected without any explanation........ especially in programs where you thought you had a chance

I think I know of a worse case. I know a person who did 1 year of observer, 2 years of prelim and one year as house staff and they sent him packing. 4 years and nothing to show for it.
